WILLIAM MULOCK & The Two Cent XMAS Stamp

Sir William Mulock was Canada's Postmaster General in the late 19th century ( 1896 - 1905) and was a staunch proponent for the return to "Penny Post" on mail as between the various countries within the British Empire.
Mulock, together with representatives from a variety of the Commonwealth member countries, lobbied strenuouslyfor the return to a more reasonable rate for trans-oceanic mail, and by 1898 finally achieved success.
To mark this occassion within Canada, Mulock decided a special commemmorative stamp was required, and after a series of designs were reviewed settled on what has become known as Canada's Map Stamp.
As the date selected for the effective implementation of the rate was December 25th, 1898, the XMAS was inserted into the design and the stamp became known as Canada's Map Stamp.
